The ORCA type 2 Incident Management Team is made up of personnel from both southern Oregon and northern California agencies. ORCA membership consist of a combination of federal, state and state fire district personnel. The team works within the scope of authority determined by the agency line officers having responsibility of the incident. On wildfires this team is capable of taking over an incident once it has escaped initial attack. They assure the incident is adequately managed to its conclusion or until replaced by another team. Team members are on a two week availability rotation, during this time they maintain a status of being ready and able to respond within a two hour time frame to an incident anywhere in the country.
